Frank Johnson, a former mayor of La Verne who spent 22 years in public life and ran one of the city's most public businesses, died Nov. 13, 2002. He was 67.
Mr. Johnson had been battling cancer for 3 1/2 years.
Under his watch, La Verne city government operated like that of a small town, keeping service personal, even as the city doubled in size.
Mr. Johnson was a citrus rancher and also ran the downtown La Verne Texaco, where for two decades La Verne College (now University of La Verne) students worked.
"He ran his gas station just to talk to people." said Councilman Thomas Harvey, who chaired the Planning Commission when Mr. Johnson was a councilman and then mayor.
He was born and raised in San Dimas where his father worked in a citrus packinghouse. His grandfather had also worked in the citrus industry.
Mr. Johnson married Nadine Blickenstaff, a classmate at Bonita High School whose brother Jon is the current mayor. Frank and Nadine Johnson were married 48 years.
He was 25 when he became a member of La Verne's Planning Commission and was elected to the City Council at the age of 26 in 1962. At the time the mayoralty rotated among council members and one article printed then pegged Mr. Johnson as the youngest mayor in the country. He spent 16 years on the council. He was the city's second directly elected mayor when he won the office in 1978.
It was a time of tumultuous growth in the city, Jon Blickenstaff said.
"It was a residential explosion,", he said. "He was always in control, always friendly, always supportive. He was a very stable leader of the highest integrity (who) developed a sense of trust in local government."
He retired from city government in 1982 and worked his various citrus groves until recently. He and his son Scott were partners in a grapefruit grove in Corona.
His son Kirk said his father had always wanted to own citrus groves following his family's working roots.
The flags at City Hall were lowered to half-staff Wednesday, where they will remain until Mr. Johnson's funeral. Details for services have not been finalized.
