Probably he added a year on his age to enable him to enlist in the Air Force after high school, and that 1939 date was accepted by the other Government agencies as well.
He was the son of John Emanuel Diehl and Ruth S. McCollom. James Martin Diehl began military service Vietnam War service, U.S. Air Force. He died in July 1979 at age 39

The body of James M. Diehl who died Saturday at his home after a short illness, will lie in state at Behren's Mortuary Sunday until 9 p.m.
The body will then be transferred to Sioux Falls for cremation.
Diehl was born June 25, at Iowa City, Iowa. He grew up in Iowa and joined the Air Force at the age of 18. He served 20 years in the Air Force, spending most of his time in Alaska. He retired in 1977 from Ellsworth Air Force Base.
Survivors include his wife, Sharon, of Rapid City; one son, John Dorsey of Rapid City, one daughter, Jamie Jelaine of Rapid City; his mother, Mrs. Ruth Diehl of Rippey, Iowa, and two sisters, Sue Ann of Rippey and Delma of Wyoming.
He was preceded in death by his father.
He was buried in 1979 at Black Hills National Cemetery, Sturgis, Meade Co., SD, Findagrave #25839188.
